Budget Workshop Cuts Millage

          Town Commissioners have tentatively agreed on a 2007-2008 Town Budget that will cut the local millage rate to 0.7511 mills. The millage rate for the 2006-2007 budget year was 0.8252. The budget reduction exceeds that mandated by the recent property tax reform measures passed by the State Legislature. Official action on the budget will not come until there are two public hearings. The first of those will be held at Town Hall on August 30. Funds for fireworks were cut, but other community events will continue, including the boat parade and the July 4 parade and picnic. Overall expenditures were trimmed despite an increase of nearly 10 percent for the sheriff’s police protection, 4 percent for fire services and 10 percent for health and other insurance costs. Fabulous 4th

          There was virtual agreement among town planners and participants that this year’s 4th of July parade and picnic at Harold Radcliffe Park may be one of the town’s all time best. Of particular note were the number of youngsters whose colorful outfits and brightly decorated bicycles highlighted the festivities. Comprehensive Plan Update

            The town commission has approved amendments to the town’s comprehensive plan that grew out of a state mandated Evaluation and Appraisal (EAR) completed earlier this year. Because the plan was completely redone and accepted by state officials in 2006, only a small number of amendments were required under the EAR, and these were largely cosmetic. Commission action came after a public hearing. The Plan reinforces the town’s commitment to protect it’s small town, beach community ambience while seeking to improve the appearance and economic vitality of the Gulf Boulevard corridor. Maintaining the traditional mix of residential, commercial and tourist uses is a key element of the Plan’s long term vision. The amendments will be submitted to the state’s Department of Community Affairs for acceptance. This will be done during a second hearing after we are contacted by the Department of Community Affairs.

Board Members Reappointed

            Five incumbent members of the Town’s two most notable citizen boards have been reappointed to new terms. Frank Novak and Steve Suzanski were renamed to the Planning and Zoning Board. Edward Faasen, Ray Cook and Terry Graber will continue to serve on the Beach Advisory Board.

Variance Fee Increased

          The fee for seeking a variance in the town’s land development regulations has been increased from $200 to $250, effective immediately. Variance requests are heard by the Planning and Zoning Board. Recent changes in the town’s code eliminated the need for a variance on small items, those that generally involve less than 2 inches on setback lines.

Gulf Beaches Halfathon

          The Gulf Beaches halfathon, a citizens’ race for charity, will again run through the town this year. The date will be December 9. The race begins in Madeira Beach at 7:05 a.m. and all participants will likely be out of the town’s boundary by 8 a.m. They will be using Gulf Boulevard. Southbound lanes will not be affected. One northbound lane will be open next to the median. Care will have to be used by cars trying to enter Gulf Boulevard during the period. The mini-marathon has grown in popularity every year, and a record turnout is anticipated.

Budget Workshop Scheduled

          The town commission will hold a workshop on the 2008 budget at 8:30 a.m. Thursday, July 19 at Town Hall. All workshops are open to the public. No official action can be taken, but there will be a line by line review and discussion of the budget proposal. There are state mandated cuts that will reduce 2008 revenues, and may mean elimination of some items. For example, a fireworks display on July 4, 2008 is not likely. Mayor Bill Queen has said there will be no change in essential services.
